About Bilbro Construction

Bilbro Construction is a growing general contractor delivering complex federal, public, and mission-critical construction projects across California. Our team specializes in high-compliance environments requiring strict adherence to USACE, NAVFAC, and federal construction standards.

We are currently seeking an experienced Quality Control Manager (QCM) to lead quality management on large federal construction projects, including military and government facilities.

This role is ideal for a professional with deep experience in federal quality management programs, inspections, and compliance documentation.

Position Overview

The Quality Control Manager (QCM) will be responsible for the implementation and management of the project Quality Control Plan (QCP) and ensuring all work complies with contract documents, federal regulations, and project specifications.

The QCM will lead inspections, manage documentation, coordinate with government representatives, and enforce quality standards across subcontractors and trades.This position requires experience with ground-up federal construction projects valued at $30M+ and strong familiarity with USACE/NAVFAC quality control procedures.

Key Responsibilities

Quality Management

·        Develop and implement the project-specific Quality Control Plan (QCP)

·        Ensure compliance with contract specifications, drawings, and federal standards

·        Enforce compliance with UFC criteria, federal building codes, and project specifications

·        Three Phases of Control

o  Perform and document the Preparatory, Initial, and Follow-Up phases of control

o  Conduct quality inspections for materials, workmanship, and installation

·        Project Inspections

o  Perform daily field inspections of construction activities

o  Monitor contractor manpower, equipment, and material deliveries

o  Identify deficiencies and coordinate corrective actions

·        Documentation & Compliance

o  Manage submittals, RFIs, shop drawings, and testing logs

o  Maintain inspection reports, punch lists, and quality records

o  Track compliance with sustainability mandates and federal requirements

·        Coordination

o  Coordinate with Government representatives including USACE/NAVFAC and FEAD personnel

o  Conduct weekly Quality Control meetings

o  Support the project CPM schedule by ensuring timely submittals and inspections

Safety & Standards

o  Ensure compliance with EM 385-1-1 safety requirements

o  Support company safety initiatives and maintain a safe work environment

Project Closeout

o  Manage as-built documentation and turnover packages

o  Ensure project documentation meets federal acceptance standards

Project Types

o  Experience with federal or military facilities such as:

o  Aircraft Hangars

o  Barracks

o  Administrative / Headquarters Buildings

o   Gymnasiums

o  SCIF (Secure Facilities)

o  Government Institutional Buildings

o  Fire Stations

Minimum Qualifications

Required:

o  10+ years construction experience

o  10+ years as Quality Control Manager on federal projects

o  Experience on $30M+ ground-up construction projects

o  Strong knowledge of USACE / NAVFAC Quality Control procedures

o  Experience implementing Three Phases of Control

Education:

o  Bachelor’s degree in Construction Management, Engineering, Architecture, or related field preferred

Certifications (Required or Preferred):

o  USACE Construction Quality Management for Contractors (CQM-C)

o  OSHA 30

o  EM 385-1-1 40 Hour Certification

o  First Aid AED

o  ICC, ACI or related inspection certifications (preferred)

Technical Skills:

o  Strong knowledge of construction documentation and federal inspection protocols

Compensation & Benefits

o  Salary Range: $115,000 – $140,000 per year

Position Terms / Expected Hours of Work:

Marcon Eng. salaried employees are expected to work a minimum of 40 hours per week. During a busy season in some cases this position will require work on evenings, weekends, and holidays.
